Abstract

The purpose of this study was to find out how the implementation of the Raskin program (poor rice) in an effort to improve the welfare of the poor in Kembuan Village, North Tondano District. This research is based on Marilee S. Grindle's theory, where according to Grindle in the theory of implementation that to measure implementation success must be seen from the process, where this theory will see and examine how the process of implementing Raskin (poor rice) in Kembuan village, North Tondano District. The method used in this study is a qualitative approach method. The research instrument is the researcher himself. Techniques for collecting data by conducting observations, interviews and document studies. The informant in this study is Mother. Olke T. Walalangi Kumtua (Hukum Tua) Kembuan Village, Deivy T. Lengkong Secretary of Kembuan Village, Bpk. Agus Kalalo Head of Community Development & Empowerment Section, Mother. Jeiny Runtukahu Head of Financial Affairs, Mamangkey Fonny RTSPM Keep I, Anni Nayoan RTSPM Keep II, Kalatouw RTSPM Guard III, Treisye Kindangen RTSPM Keep IV and Kartini Kalalo as Elderly Kembuan village. The results in this study are based on interviews with Raskin program informants in Kembuan Village, North Tondano Subdistrict, the implementation is not in accordance with the objectives and has not gone as expected.
